Support top-down screen arrangement in left/right Dock positions

Reported by a user, the mouse hover is not detected and hence the Dockside never reveals in this mode.

    Added a hotkey as an immediate workaround to this, you can now press and holdFunction(Fn) + Shift(⇧) key to temporarily reveal the Dockside shelves from hiding in v1.9.6 (due for a release)
