Manual placement of Dockside shelves in addition to the default bottom placement

Dockside shelves are placed at the bottom of the screen at the moment. This is also the case when Dock is left/right positioned.

Ability to place the Dockside shelves on left or right would be useful for Dock replacement app users (e.g., Sidebar).
